General Responsibilities

Under general supervision, ensures the organization operates in line with the Annual Operating & Maintenance (O&M) and Capital Budgets regarding its expenditures and employee positions. Carries out supervisory responsibilities per the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Essential Job Functions

  • Responsible for the Annual Operating & Maintenance and Capital Budget process, which includes scheduling budget hearings, documenting hearing justifications, providing input, labor position analysis, updating changes, preparing reports for executive management and the Board of Directors, and making the necessary adjustments to the budgets.
  • Direct the preparation of regular and special budget reports needed for presentation to the Board of Directors and preparation of the final Annual Budget Document.
  • Analyze and provide written explanations to the management of the organization’s actual versus budgeted revenues and the actual versus budgeted expenses by department on a monthly and annual basis.
  • As needed, assist managers and supervisors with determining if costs should be classified as O&M or Capital and with charging to the proper general ledger account or capital budget line item.
  • Validate work/project orders are created to the appropriate capital budget line item through workflow and verify that purchases are budgeted and have the appropriate approvals.
  • Direct the preparation of monthly correcting journal entries, review, and post to the general ledger timely.
  • Direct the preparation of requests for ad-hoc reports and review for reasonableness and accuracy.
  • Perform trend analysis and provide written explanations to management to support monthly division reporting.
  • Execute budget directives and establish procedures for carrying out those directives.
  • Direct the preparation and review of the monthly Overtime PowerPoint presentation to be submitted to the Board.
  • Prepare the Annual Budget Book in compliance with the GFOA Budget Award Criteria.
  • Analyze data and provide reports and graphs that identify trends using the Rate Stabilization and Equalization (RSE) Model.
  • Cross-train on updating the Rate Stabilization and Equalization (RSE) Model.
  • Provide annual employee training on charging expenses to the proper general ledger or capital budget line items.
  • Develop KPIs for area of responsibility.
  • Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Ensure all organizational policies and guidelines are adhered to and administered correctly, including the HR Management Guide, Employee Handbook, reviewing and approving timesheets, and expense reports, complying with applicable employment laws, purchasing guidelines, bid law, etc.

This includes, but is not limited to, participating in improvement teams, recommending and implementing improvement ideas, and participating in training and other activities to keep up to date on processes, information, etc.
  • Champion and ensure the administration of safe work practices and operations.

Education

Bachelor’s degree in Accounting required

Certifications

CPA certificate, or ongoing work toward the designation is preferred
Valid Driver’s License required

Experience

Eight (8) years experience in Finance, accounting, or budgeting department setting—preferably in the utility industry. Must have knowledge and experience in budget operations, preferably with Operating & Maintenance Budgets and Capital Budgets. Must have strong interpersonal skills and strong oral and written communication skills. Must be detail-oriented and have good organizational skills and strong analytical skills. Must be proficient in Microsoft Office products, including Excel, Word, PowerPoint, and Outlook. SAP ECC and BW experience preferred. Experience with rate models preferred.

Three (3) years of supervisory-related experience required

**For internal candidates, the successful completion of the following BWW leadership development programs may be counted towards the required supervisory experience:

  • Pre-Supervisory Program (STAR) = one year of supervisory experience
  • Succession Planning Program = one year of supervisory
