General Responsibilities

To assist the Purchasing Supervisor in all functions of the Department. Responsible to know the accepted business purchasing methods and know the purchasing policies and procedures of the organization. To know or quickly learn about all products and services with which they will transact business and to buy those products and services with the most favorable terms and conditions.

Essential Job Functions

  • Purchase supplies, services and equipment for all departments
  • Obtain information for preparation of specifications for both sealed and verbal bids for equipment and services, and maintain SAP information to create historical database
  • Obtain information and prepare specifications for RFQs, RFPs, and formal bids for pipe, paving, landscaping, janitorial and other assigned duties
  • Analyze quotations and award bids
  • Prepare evaluations and make recommendations for award of bids
  • Prepare requisitions or other agreements as necessary and check them for accuracy and completeness for materials and services required for operation of Purchasing Department
  • Review acknowledgements for agreement with purchase orders and resolve any discrepancies with the supplier to the nest possible advantage for the organization
  • Assist other Department Heads and Supervisors in obtaining information and physically viewing products to determine which is best for their specific need
  • Responsible to help other department personnel determine the most suitable product or service to meet their needs considering the objectives of the entire organization
  • Check prices, vendor, confirm and verify proper distribution of requisitions for materials and services ordered
  • Share in issuing and processing the department's , purchase orders annually
  • Interview sales representatives soliciting business for their product or service and evaluate their possibilities
  • Stay abreast of price changes, new products, improved equipment and services and equipment assist managers and supervisors in obtaining information of products and services Includes interviewing sales representatives and evaluating their products and services
  • Expedite overdue orders
  • Prepare evaluations and make recommendations to award bids
  • Visually monitor and inspect assigned contracts such as chemical delivery, on-call contractors, vehicles ordered & properly assigned to departments and other assigned duties
  • Assist with the overall maintenance & appearance of Board facilities
  • Assist other departments with budget formulation
  • Assist in receiving and distributing shipments of supplies and materials delivered to the Main Office
  • Assist departments with SAP operation and troubleshooting
  • Stay abreast of the latest rules, regulations, laws & guidelines relating to the Alabama State Bid Law & the Birmingham Water Works Board Purchasing Guidelines
  • Initiate innovative ideas & activities that will add value to the department & BWWB
  • Perform all work safely in accordance with established safety policies and procedures Comply with all safety and health standards and guidelines issued by management

Education

Accredited Bachelor's degree required.

Experience

Four (4) years of experience in volume purchasing of a variety of general and specialized goods and services. Public procurement experience with knowledge of state bid laws is preferred.   Minimum of one-year SAP experience preferred.

 

  • Must have extensive Microsoft Office programs experience.

 

Certificates, Licenses, Registrations

  • Valid Driver’s License required.
  • Become a member of the National Institute of Governmental Purchasing (NIGP)
  • Become a Certified Professional Public Buyer (CPPB) required.
