General Responsibilities:

Monitor all activities on CAW properties under the direction of the Manager; develop, coordinate, and survey property maintenance projects. Perform as the liaison in handling all property issues.

Essential Job Functions:

  • Develop project estimates, establish budgets, enter work orders, close projects, and create and coordinate requisitions with the Purchasing and Accounting Departments.
  • Assist the Engineering Department as they manage design and construction projects created in-house and by engineering consultants. Coordinate and review work performed by consulting engineers and contractors.
  • Develop and manage an in-house forestry management program.
  • Manage all aspects related to the property management requirements, including:  

Manage timber implementation in conjunction with AAMU and the USFS.

  • Manage wildlife in conjunction with USDA and APHID. Partner for specific endangered species projects.  

  • Process and approve Inland Lake license holder requests.

  • Direct property acquisition (easement & right of ways) and disposal.  

  • Manage all property maintenance and boundary disputes/projects.  

  • Handle all customer calls and inquiries regarding CAW real estate.

  • Monitor all authorized and unauthorized activities on CAW property, including communication with game wardens.

  • Maintain cell tower leases, property files, and records.

Perform environmental design, construction, specification, installation, repair, and maintenance.

  •   Demonstrate a working knowledge of water transmission and storage applications, including pumps, clear wells, piping, reservoirs, etc.
  •   Read and decipher regulations and industry codes, e.g., AWWA, OSHA, ASTM, and ANSI, and explain requirements of the same to others.

Assist in Water Quality Initiatives (WQI), including influences on watershed management, treatment management, distribution system management, and piloting at the bench scale.

  •   Review current rules and regulations affecting the water treatment plants and determine the method or solution to achieve the new rules and regulations if they are out of compliance.
  •   Apply for permits through city, county, state, and regulatory agencies (i.e., ADEM); visit and inspect work sites.
  •   Perform site erosion control inspections and ensure compliance with guidelines and permitting agencies.

 

  •    Coordinate and supervise the performance of field tests and technical investigations of CAW water systems.

  • Engage and work with all levels, including contractors, consultants, employees, and management.
  • Complete complex or novel assignments requiring the development of new or improved research or engineering techniques and procedures.
  • Provide ideas to improve organizational efficiency at all levels of the unit/department. Participate in strategic planning, play a key role in acquiring research funding, identify new funding sources, and prepare proposals and presentations.
  • Maintain positive relationships with major customers/sources of internal research. Serves as an influential resource to CAW for problem resolution.

Oversee the handling of administrative tasks in support of CAW Land Administration to ensure all properties are correctly documented.

  •    Draft memos and letters regarding various properties
  •   Compile packets of information to be utilized in the Board approval processes and for other departmental decisions.
  •    Tracking records of all properties in the company, data, or a spreadsheet.
  •   Develop and monitor the annual budget for the department, utilizing monthly expenditures against the budget report. Simple budget analyses and explanations of items.
  •    Process all invoices through SAP promptly.

 

  • Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Ensure all organizational policies and guidelines are adhered to and administered correctly, including the HR Management Guide, Employee Handbook, reviewing and approving timesheets, and expense reports, complying with applicable employment laws, purchasing guidelines, bid law, etc.
  • Responsible for interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  •  Maintain and protect sensitive and private information by keeping employee records confidential in accordance with HIPAA, local, state, and federal laws and regulations.
  • Perform all work safely in accordance with established safety policies and procedures. Comply with all safety and health standards and guidelines issued by management.

Education:

Bachelor's degree in related field or equivalent work experience required.

Certifications

Valid Driver’s License required
Professional Engineer or Licensed Land Surveyor preferred
Qualified Credentialed Inspector (QCI) Certification required, or ability to obtain within 6 months

Experience:

Eight (8) years of related environmental experience in engineering services, construction, and project management required.
Knowledge and experience in regulatory requirements and compliance governing the water industry. Experience with Microsoft Office Suite (Word, Excel, Project).
Three (3) years of supervisory-related experience required
**For internal candidates, the successful completion of the following CAW leadership development programs may be counted towards the required supervisory experience:

  •   Pre-Supervisory Program (STAR) = one year of supervisory experience  
  • Succession Planning Program = one year of supervisory experience

2-10 employees

Physical Demands:

  • Ability to stand, walk or sit for extended periods
  •   Reaching by excreting hand(s) or arms(s) in any direction
  •   Finger dexterity is required to manipulate objects with fingers rather than with whole hand(s) or arm(s), for example, using a keyboard
  •   Communication skills using the spoken word   Ability to see within normal parameters
  •   Ability to hear within normal parameters
  •   Ability to move about, especially on construction sites, climb ladders, and ladderways
     

Working Environment:

 Moderate noise (business office and construction site); occasional job site visits

 Work indoors and outdoors, exposed to extreme hot/cold/wet weather conditions and hazardous chemicals.
