Grade: 42

Hours: Monday - Friday; 8:00 am until 4:30 pm

Salary: $35.02(72,841.60 - $103,771.20) - $49.89

General Responsibilities

To facilitate the purchasing of goods & services required for departments to perform their assigned tasks to deliver customers the quality water to which they expect.  Monitor & administer extended agreements that best economically serve the Board.  Assist co-workers with Purchasing issues related to the performance of their jobs.  Seek & develop new vendors & sources of supply. Prepare & administer Requests for Quote, Requests for Proposal, & Invitations to Bid for goods & services as assigned by Purchasing Manager.

Essential Job Functions

  1. Review & approve purchase order placement of Senior Buyer & Purchasing Coordinator for accuracy & optimum delivery and pricing.
  2. Review purchase orders and contracts for compliance to company policy.
  3. Assist Purchasing Manager with formulation of departmental budget & other issues that may arise.
  4. Actively manage & monitor annual budget for purchasing department.
  5. Develop & implement purchasing & contract management instructions, policies, & procedures.
  6. Prepare bid specs & carry out purchases & implementation of purchases
  7. Meet with vendors to negotiate improved pricing, product quality, & delivery.

Essential Job Functions Con't

  1. Review, evaluate, & approve specifications for issuing & awarding bids to suppliers through the Request for Quotation, Request for Proposal, & Invitation to Bid process.
  2. Work with other depts. & other Purchasing personnel to sell off old equipment such as vehicles, furniture, equipment, etc. on BWWB approved website.
  3. Conducts meetings, prepares & presents reports, & provides information to identify purchasing requirements, establish budgets & perform vendor evaluations.
  4. Coordinate main campus departmental moves & renovations, employee relocations & maintaining    storage building with other Purchasing personnel.
  5. Conduct weekly inspections of buildings located on the main campus common areas & grounds.
  6. Assist other depts. with SAP processes, procedures, and operational issues.
  7. Participate in on-going training to maintain proficiency in Purchasing & related duties.
  8. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Ensure all Organizational policies and guidelines are adhered to and administered correctly, including the HR Management Guide, Employee Handbook, reviewing and approving timesheets, expense reports, complying with applicable employment laws, purchasing guidelines, bid law, etc.

  7. Perform other duties as assigned.

Education

Bachelor’s Degree in Business Administration or related field required.

Experience

Six years of purchasing experience required.  Must have knowledge of the Alabama State Bid Law & other governing rules.  Must have experience formulating budgets.  Must have good interpersonal skills, good verbal and written communication skills, and organizational skills. Proficient Microsoft Office skills and experience using a Purchasing ERP or related system (SAP preferred). Strong leadership skills. Three (3) years of supervisory related experience (e.g. such as in a team leader role). For internal candidates the successful completion of the following BWW leadership development programs may be counted towards the required supervisory experience:

  • Pre-Supervisory Program (STAR) = one year of supervisory experience
  • Succession Planning Program = one year of supervisory

 

Certificates, Licenses, Registrations

Valid Driver’s License

NIGCP Certification within 18 months
